This is the decoupled Offering Strategy for AgentFSEGA (ANAC2010). The code was taken from the ANAC2010 AgentFSEGA and adapted to work within the BOA framework. The opponent model does not appear to be used. It should be used in two cases; However, in the first case the utility of a NULL bid is always asked, whereas I never saw the agent get to the second case.
